Memorandum. Wyly's five page memorandum details six bank robberies staged in Fort Worth and Dallas, Texas, between 1930 and 1944, in which the robber claimed possession of nitroglycerin: Stockyards National Bank, Fort Worth, August 9, 1930; Texas Electric Service Company, Fort Worth, March 8, 1937; Union Bank and Trust Company, Fort Worth, December 2, 1937; Fort Worth Morris Plan Bank, Fort Worth, January 21, 1943; Dallas Morris Plan Bank, Dallas, August 6, 1943; and Continental National Bank, Fort Worth, June 22, 1944.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together. Percy Wyly, II, was Special Agent in Charge of the Dallas, Texas, office of the Federal Bureau of Investigation from August 1945 through September 1947. He was a graduate of Vanderbilt University, and before joining the Bureau, practiced law and served in the Oklahoma State Legislature. He came to Dallas with ten years service in the FBI, seven of those as special agent in charge of offices including Jackson, Mississippi, and Indianapolis, Indiana.
